What is the difference between Ginou-jusshuusei and Tokutei-ginou ?

What's the difference?

(1) A person on the Ginou-jusshuusei visa must go home after the contract expires.

With a Tokutei-ginou visa, one can change companies within the same industry freely, provided there is a clear contract; or can leave the Tokutei-ginou program if they move to another company to become a permanent employee (seishain). Hence it is possible to stay in Japan for more than five years (as long as he/she becomes a permanent employee of the company).

(2) A person on the Ginou-jusshuusei visa only has a maximum of 3 years to stay in Japan. They cannot switch companies.

The Tokutei-ginou visa has a maximum of 5 years. However, if you don't get a job in another company (with a contract), you will have to return to your home country. After 5 years, someone one a Tokutei-ginou No.1 visa can change it to No.2 visa if the contract is extended and can continue to be in Japan.

(3) People on Ginou-jusshuusei visa are not allowed to bring family into Japan. People on the Tokutei-ginou visa can bring their families with them when entering the Tokutei-ginou 2 system after 5 years (maximum) in Japan.

(4) The Ginou-jusshuusei visa is only given to nationals of only a few participating countries including Indonesia. Tokutei-ginou participants are from 8-9 countries and there has been a steady increase in participants according to the Japanese government budget and policy.

(5) Ginou-jusshuusei visa returnees to Indonesia can no longer come to Japan as a Ginou-jusshuusei anymore. Those on Ginou-jusshuusei visa can leave Japan however will return to Japan under a Tokutei-ginou visa. This would require the ex Ginou-jusshuusei visa holder to have lived no more than 5-years in Japan. Therefore, all ex Ginou-jusshuusei are allowed to join the Tokutei-ginou program.

(6) The current Ginou-jusshuusei system will be replaced by the Tokutei-ginou system.

Tokutei-ginou starts April 1, 2019, and so on for 9 countries including Indonesia. Those currently on a Ginou-jusshuusei visa can still continue to be in Japan with the visa until it expires although Japan no longer gives the visa. Those currently on the Ginou-jusshuusei visa are allowed to change to a Tokutei-ginou visa and those residing in Japan are welcomed to apply for a Tokutei-ginou visa. If the application is done soon, you are able to join the Tokutei-ginou system as soon as possible. The Tokutei-ginou visa has started to be distributed from April 15, 2019, especially for nurses (kangoshi) and elderly support (kaigoshi).

Those who have been in Japan or have submitted their Ginou-jusshuusei applications from last year are requested to switch to Tokutei-ginou systems. So far, the fastest Tokutei-ginou visa approvals have been given on April 15th 2019.
